Work spans land acquisition, planning, design, construction and project delivery, including affordable housing and build-to-rent projects. People in these roles bring skills in urban planning, development management, design, construction and project coordination.
These roles support Landcom’s commercial and investment activities, helping ensure projects are financially sustainable and deliver long-term value for the people of NSW. This includes work in finance, commercial strategy, investment and commercial acquisitions, as well as capital partnerships.
These roles focus on building and maintaining strong relationships with customers, communities and stakeholders. They oversee sales, marketing, communications, engagement and media efforts, ensuring projects are clearly communicated and informed by community perspectives.

Alexander Wendler leads Landcom with a clear mission to increase housing supply and make homes happen in more places, for more people across New South Wales.
Landcom is a State-owned commercial business that develops land and property and is sustaining strong momentum across its entire delivery program.
Appointed CEO in May 2022, Alex brings over 25 years of experience in unlocking public value through bold infrastructure and property projects. He’s driven by tangible outcomes - expanding housing supply, improving affordability, and strengthening good design and amenity.
Under Alex’s leadership Landcom is growing its product offering and deepening its expertise and capability to deliver homes and sustainable communities. Landcom delivery program now ranges from master-planned communities to affordable housing developments to metropolitan infill developments with build-to-rent and essential worker housing. Landcom is demonstrating how to do things differently by piloting the NSW Housing Pattern Book and ramping up innovation by fast tracking its modern methods of construction program.
Before joining Landcom, Alex was Chief Development Officer at Transport for NSW, where he led development across all transport modes and urban renewal projects. He helped unlock private-sector investment in major initiatives including Sydney Metro’s Martin Place integrated station, WestConnex, and Atlassian Central.
Alex started his career in corporate finance at Deutsche Bank, followed by a decade in investment banking and funds management at Macquarie Capital in Sydney and London.
He holds a Master of Public Administration, a Masters in Management and Economics, and is a Graduate of the Australian Institute of Company Directors.
Executive General Manager, Finance and Investment
As Landcom’s Executive General Manager of Finance & Investment, Matthew secures the capital and partnerships that move projects from blueprint to delivery. He oversees finance, procurement, acquisitions and capital partners, helping unlock more possibilities for more homes and communities for the people of New South Wales.
With more than 25 years’ experience in real estate and infrastructure, Matthew has worked across finance, funds management, capital partnering and development management in Australia, the UK, USA and Japan. His expertise, spanning finance leadership, property development and stakeholder management, reflects Matthew’s broad experience and impactful appointments. He has led large-scale financial operations and strategic initiatives, securing game-changing investments for complex, transformational ventures.
Before joining Landcom in 2025, Matthew was Chief Financial Officer at Centennial Property Group, General Manager of Finance at Sydney Airport, and Chief Financial Officer at Rawson Property Group. He also held senior roles at Stockland, including General Manager of Finance, Regional Development Manager (NSW) and Head of Unlisted Property Funds.
Matthew is a qualified Chartered Accountant and holds a Bachelor of Laws (LLB) from Exeter University (UK) and a Master of International Business and Law (LLM) from Southampton University (UK). He is also a Director and member of the Finance, Risk and Audit Committee at Bridge Housing, a community housing provider.

Acting Executive General Manager, Development
Peter is Acting Executive General Manager, Development, leading Landcom’s portfolio of urban and regional development projects across New South Wales. He brings deep experience in property development, infrastructure delivery and multidisciplinary project leadership, with a strong focus on achieving planning outcomes and creating sustainable, high‑quality communities.
Peter was first introduced to Landcom through consulting roles supporting the Sydney Metro Northwest Places and Acquisitions teams. He later joined the organisation driven by two motivations: the opportunity to influence major housing projects that deliver public benefit, and the challenge of helping establish Landcom’s Project Management Office. He is strongly aligned with Landcom’s ambition to lead the industry in sustainability and innovation, believing this enables the creation of communities the organisation can be proud of.
Before joining Landcom, Peter held senior roles in the private sector, including leadership positions for a private developer and a project management consultancy.
Peter holds a Master of Property Development from the University of Technology Sydney and a Bachelor of Engineering with Honours (Civil) from the University of Wollongong.

Andrew leads Landcom’s Built Form division, delivering medium-density projects that put more homes within reach of more people across New South Wales. From affordable and build-to-rent housing to modular innovation, he drives the development, project construction and delivery of these projects while also overseeing the asset management of Landcom’s existing sites and buildings.
Andrew brings deep experience and leadership in the design, development and delivery of large-scale projects across commercial, residential and retail sectors. Over four decades, he has opened doors for projects that transform skylines and communities alike. Andrew’s track record of turning complex developments into places that work for people and industry - and set new benchmarks for the sector - is widely recognised.
Before joining Landcom in 2023, Andrew held senior leadership roles including Head of Development and Project Director at Aqualand, Chief Executive Officer and Director at Devine Limited, and Chief Operating Officer and Director at Leighton Properties. His career highlights include helping to shape landmark projects such as Sydney’s Star City Casino and Westpac Place.
Andrew holds a Bachelor of Engineering (Civil) from the University of New South Wales, a Bachelor of Science (Architecture) from the University of Sydney, and a Diploma of Law from the Barristers Admission Board, University of Sydney. He is a Graduate of the Australian Institute of Company Directors (GAICD) and a former Chair of the Property Council of Australia’s NSW Planning Committee.

Raema leads the Customer and Corporate Affairs division communications and strategy at Landcom with a clear mission - to strengthen Landcom's reputation and relationships so we can make more homes happen for more people, with the trust and confidence of the NSW community. Steering customer strategy and experience and government and media relations , housing, planning and corporate policy, Raema plays a pivotal role in supporting NSW Government priorities in housing and urban management.
Raema also leads the development and delivery of best practices across Landcom teams and projects, from environmental and social sustainability to research, stakeholder engagement and marketing and communications. This commitment to leading with excellence and setting new industry benchmarks is at the heart of Landcom’s mission to plan with care, act with heart and deliver outcomes that last for the people of New South Wales.
Raema brings an impressive record as a senior public affairs professional with more than 25 years’ experience. From housing reform to climate resilience, she has designed and led campaigns that influence, educate and connect, turning complex issues into clear strategies that build trust and momentum.
Before joining Landcom, Raema led stakeholder engagement at the Department of Planning and Environment to support major planning reform. At Sydney Water, as Head of Communications and Public Affairs, she delivered drought-response campaigns and designed issues management programs that strengthened trust with stakeholders and the community.

Sally Anne Friedlander is a passionate leader in organisational effectiveness. At Landcom, she leads Operations & Culture, to shape operational excellence and create conditions for people and performance to thrive. She oversees Business Services, IT, Legal & Compliance, People & Culture, Health, Safety & Environment, Sustainability and Strategy — building inclusive, sustainable operations that deliver progress that sticks.
Appointed to Landcom’s executive team in 20253, Sally Anne brings more than 25 years’ experience across construction, infrastructure, state government and community housing. Leading operational excellence that supports Landcom to make more homes happen, in more places, for more people.
Sally Anne’s career achievements tell a story of bold leadership and a commitment to people-focused change that delivers meaningful impact. She co-founded the Australian Major Project Leadership Academy with Oxford Saïd Business School and EY, and has led cultural and workforce initiatives recognised through AHRI’s 2022 awards for Aboriginal and Torres Strait Islander Employment and for Diversity & Inclusion.
Before joining Landcom, Sally Anne was Group COO at St George Community Housing and Deputy Secretary at the NSW Department of Planning, Industry and Environment. Earlier, she held senior roles with Westpac, ASX, Boral, Qantas, John Holland Group and Laing O’Rourke.
She is a Board Director of Parramatta Women’s Shelter and a Fellow of the Australian HR Institute. Sally Anne holds a Master of Arts in Leadership & Change, Master of Human Resource Management, a Graduate Certificate in Change Management, and a BA in Adult Education, and is currently completing a PhD in Leadership and Change.
